Policies

Refer to the policy that was in force at the time your resource consent, building consent, Certificate of Acceptance and/or service connection was lodged. Development contributions will generally be based on the content of the policy in force at the time of lodgement, but please check with us to confirm which policy is applicable to your development.

Development Contributions Policy 2026-27 

Operative from 1 July 2026 to 30 June 2027 

NOTE: All parts of this policy, so far as they relate to wastewater and drinking water, are no longer applicable to HCC. The parts of this policy relating to wastewater and drinking water are now adopted by IAWAI through its separate Development Contributions Policy 2026 under s 120(1) of the Local Government (Water Services) Act 2025. IAWAI is responsible for administering those parts of this policy as its own policy.

Development Contributions Policy 2024-25

Operative from 5 July 2024 to 30 June 2025

 

NOTE: Schedules 1A, 1B, 2 and 6 only were corrected and approved at the 12 September 2024 Council meeting. 

Charges in the 2024/25 Development Contributions Policy have been phased in, with some charges also capped at a specific level.   

All charges in this Policy are phased in over a threeyear period. This means the increasefrom the 2023/24 charges, in the first year of this policy is a third of the overall increase to the base charges, the second year is two thirds of the overall increase, with the full basecharges in force in the third year of the Policy. 

Total residential base charges in the Peacocke Stage 1 and Peacocke Stage 2 catchments are capped at 50% of the overall increase from the prior 2023/24 development contributions policy base charges to the 2024/25 development contributions policy base charges. These capped base charges are then phased in over three years. For each policy year, the total residential base charges in the Lake Rotokauri stormwater catchment are capped at the Peacocke Stage 2 (Mangakotukutuku stormwater catchment).
