Council publicly notified Plan Change 12 – Enabling Housing Supply under the Resource Management Act on Friday 19 August and submissions closed on Friday 30 September 2022.
Submissions on Plan Change 12 and Further submissions were available until Monday 12 December 2022.
Next a joint opening hearing will commence on 15 February 2023 (including Plan Change 12 for Hamilton City Council, Variation 3 for Waikato District Council, and Plan Change 26 for Waipā District Council)
Substantive hearings on Plan Change 12 will be held 4 September – 22 September 2023.

Plan change operative and the new rules come into effect.
Since 2020, Central Government has reset the rules for how big cities can grow and introduced two pieces of legislation that tells councils how they must make that happen. These are the National Policy Statement on Urban Development (NPS-UD) and Resource Management (Enabling Housing Supply and Other Matters) Amendment Act 2021.
Amongst other things, the new rules requires cities like Auckland, Christchurch, Wellington, Tauranga and Hamilton to grow up, not just out.
