Understand what a Network Access request is
Scope and Permitted Activities
A Network Access Request (NAR) provides controlled access to IAWAI’s Three Waters network to enable investigation, design, maintenance, and construction activities. Depending on the scope of approval, access may include both non-intrusive and intrusive works.
Access will only be granted to suitably qualified and authorised persons and must be undertaken in accordance with all IAWAI standards, specifications, and approved traffic, safety, and environmental controls.
Permitted Activities
Subject to prior approval under an issued Network Access Request, activities may include, but are not limited to:
- inspection and condition assessment of assets
- collection of infrastructure and operational data
- hydraulic testing, modelling inputs, and surveys
- physical connection to the network (including tapping, service connections, and installations)
- alteration, relocation, or removal of existing assets
- excavation, construction, and installation works within the network corridor
- operation of valves, hydrants, and associated fittings
- planned shutdowns or service isolations (where separately authorised and coordinated)
Conditions of Approval
All approved activities must:
- be explicitly detailed within the Network Access Request and supporting documentation
- be carried out by appropriately qualified and IAWAI-approved contractors
- comply with relevant IAWAI and Council standards, including IAWAI, health and safety, and traffic management requirements
- be coordinated to minimise disruption to customers and network operations
- include appropriate notification, contingency, and reinstatement plans
Exclusions
Where activities fall outside the approved scope, or where risks to network integrity or service continuity are not adequately managed, IAWAI reserves the right to require a separate application (e.g. Water Shutdown and Valve Operation Application) or to decline the request.

What to expect from us
When processing your application we will:
After you submit your application, we will acknowledge receipt and begin assessing the information provided. If we need any additional details or clarification, we will contact you to discuss the application and any changes that may be required. Assessment timeframes will vary depending on the complexity of the request and the quality and completeness of the information submitted, however we will aim to respond to you within 5 working days. Once the assessment is complete, we will notify you of the outcome and advise you of any conditions or next steps.
Next steps
If approved, you will be asked to sign a legal declaration agreeing to comply with the terms and conditions and to only carry out the work as approved. We will provide information about any conditions that apply and outline what you need to do before work can begin. Please ensure that all approved plans, specifications and IAWAI requirements are followed throughout the project. If your application is declined, we will explain why and let you know what options are available should you wish to address the issues and submit a revised application.
