Options 1 - 3 will have the un- intended consequence of forcing the traffic and overflow parking into the surrounding side streets and become a problem to home owners that HCC will not take any responsibility in dealing with.
HCC is broke, if you were a private company you would be breaking the law for trading while insolvent. Once again this is not a mission critical project, it will end up being another cluster like Rifle Range Rd. Deal with the illegal parking and driving issues within the tools you and NZ Police have available and relook at this when/if you get the books in order. |

Raised crossings have destroyed the undertray on my car. They are also bad for emergency service vehicles.
