I am a cyclist and will be moving very close to the proposed spot soon. I try to avoid going along the route currently because it's so scary. I say this as an experienced cyclist who bikes as my main form of transport. I want my children to be able to bike in their neighbourhood safely. As the road is currently I will not be letting them on this stretch of road until they are mid teens (they're 2 and 5 now). The more expensive option will be more expensive up front but research tells us will have the highest ROI and will positively impact health and community well being.

They're so much safer. Raised crossings feel like it's meant to be for pedestrians and that cars are crossing pedestrian spaces. Cars slow down. Also for wheelchair users they don't have to deal with pushing up onto the road which is a lot easier and thus safer for them
