1 hour is short and it use to be 2 hours.
By the time you park and walk to your destination in the city it's does not give you much time to shop around. City is losing business as is, reducing parking makes it even harder for the small business as not enough foot traffic where as the base the parking is free. |

This mainly affects tourists. The world is struggling right now, why increase the rate? Might drive people away from visit the gardens.
