There is not much that you can do in the city that takes exactly 1hr or less. Why it was ever reduced makes no sense to me.
1 hr is a disincentive to visit the city. Your focus needs to be on the profitability of inner city business owners so that they can afford the astronomically high rates that have already been imposed due to HCC spending well outside mandate and not focussing on core/essential infrastructure and services. |

Many of the the people who co tribute to the city economically live in close proximity in the Waikato and Waipa districts. Residents from those districts should be included in the free access the same as HCC residents. If the whole district is too much then consider a 5km radius of the city boundary.

All experience with planning and related fees suggest that the council is not efficient. The fees are representative of an entity that is a monopoly with no commercial tension. The whole planning and engineering requirements of HCC needs a complete overhaul to support the economic prosperity of the city and the wider region.
