shared IT & systems, share IT/research projects (important to share data and know what each council/region is doing to avoid duplicate R&D costs on similar/identical projects happening in different spaces. There should be some awareness of what ALL councils are doing across NZ to see if R&D / IT projects can leverage off each other instead of duplicated in each region with different providers.
