The ability to streamline decision making but ensuring key people are in place in order to make important decisions with a level of assured confidence.

The concrens would be a clashing of ideologies and accessing budget confinements in addition to being that smaller councils will be more nuanced and understanding regarding their smaller communities and their fear of being marginalised.
